When the righteous are increased, the people rejoice; But when a wicked man beareth rule, the people sigh.

When the [uncompromisingly] righteous are in authority, the people rejoice; but when the wicked man rules, the people groan {and} sigh.

When the righteous increase, the people rejoice; but when the wicked beareth rule, the people mourn.

In the multiplying of the righteous the people rejoice, And in the ruling of the wicked the people sigh.
