The Scriptures, without doubt, show a universal resurrection of all who have lived and died without ever having what God considers an opportunity for salvation. This resurrection will occur one thousand years after the first, and those resurrected will be given the time not merely to repent, but to come to know God. They must come to know Him because Jesus says in John 17:3, "And this is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent." Eternal life is more than just endless life. It is endless life, living as God lives. It takes time and overcoming for us—and them—to learn to live like God lives. When we live as He does is when we know Him.

Does this passage explains the fate of the lost of humanity? It actually does, just not in the way most understand it. Jesus, while dead Himself, did not bring the souls of the dead to salvation through preaching to them personally in some kind of nether world. Such a scenario is theologically ridiculous. However, His resurrection did make salvation possible for the "lost" dead. By living again, He has broken the grip of death over mankind (see I Corinthians 15:20-22, 55-57; Hebrews 2:14-17). As Paul says in I Corinthians 15, each category of individual will be resurrected in a specific order: first Christ, then His saints at His coming (verse 23), then "the rest of the dead" (Revelation 20:5, 11-13), and lastly, the incorrigible wicked to the second death (Revelation 20:14-15). The "lost" of humanity will rise as "the rest of the dead" in the Great White Throne Judgment, and have the opportunity to hear and to accept or reject the good news of salvation. This will be their first opportunity to receive God's calling, an opportunity that God will extend to every member of humanity. God is not callous by any means. Perhaps the best known of all Bible verses asserts this clearly: "For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life" (John 3:16). He will make sure that every human being has an opportunity to hear the gospel and have the choice to enter His Kingdom. God's victory over death and over Satan, won through His resurrection of the sinless Jesus Christ, will eventually be proclaimed to all people from all ages. That is a victory worth shouting about!

Isaiah 65:20-25 (Go to this verse :: Verse pop-up)
Isaiah envisioned the final days of the judgment period when the resurrected billions will receive their call to participate in God's plan. These resurrected multitudes will be counted among God's elect—made participants in His Master Plan, and given the opportunity to enter God's Family (verses 22-23). They will they then have a close relationship with God the Father (verse 24). Imagine the astonishment of those resurrected at the beginning of this period of judgment. Each person will be in his first moment of consciousness since death. At first, some may think they are in heaven, hell, or purgatory. Most will simply be confused—bewildered. Nothing that many had been taught about an afterlife will turn out to be true. Faced with undeniable evidence that their old teachings and ways were false, they will be more willing to start over and be taught the truth. Untold millions who have not had any religious teaching whatsoever will start learning from scratch. Who will teach these thousands of millions? Millions of teachers who will have been born into God's Family in the first resurrection and during the Millennium! Those resurrected to mortal life will then undergo a process of conversion similar to that of Spirit-begotten Christians today. They will be taught God's laws and will learn they are guilty of sin and deserving of the death penalty. They will learn of God's mercy, and that Christ paid the penalty for them, if they will accept His payment. The vast majority will repent. Upon repentance and faith in Christ as their personal Savior, they will be forgiven, and God's Spirit will be given to them. Then they, as Spirit-begotten children of God, can begin growing spiritually—developing God's holy, righteous, and perfect character within them. Unlearning all the falsehoods learned in their first life and learning God's true ways will take time. And building character will take time, because character can be developed only through time and experience.

Those in the second resurrection will be raised to life as physical, flesh-and-blood human beings. They will live in a peaceful, prosperous world free from the demonic influence of Satan. Evidently, God will grant them a hundred years of life to learn and accept His way.

This exciting scripture is just one scene from the event that we talk a lot about on the Last Great Day of the Feast. We call it the "Second Resurrection," and it describes the time when all of those billions, small and great, who never had an opportunity for salvation will be physically reconstructed (as only God knows how) to live again—to live a physical life, yes—but one with a difference: the opportunity for, and the great probability of, salvation and eternal, spiritual life.

Then the spirit-composed members of God's great ruling Family can look forward to new heavens and a new earth—and to new and wonderful opportunities in ruling the universe under God our Father and Jesus Christ, our Elder Brother!

And they will repent and receive the Holy Spirit when resurrected into a world that has been personally ruled by Jesus Christ for 1,000 years! The Bible shows that the vast majority of those who have ever lived will finally be born into God's Family at the end of their coming period of judgment. God's master plan of salvation for mankind will then be complete. How wonderful and reassuring is the truth of our all-wise, loving and merciful Creator God!

Luke 16:19-31 (Go to this verse :: Verse pop-up)
In Luke 16:19-31 appears the Parable of Lazarus and the Rich Man, which Jesus spoke to those who would not repent. Jesus uses it to help them understand His earlier words: "Depart from Me, all you workers of iniquity. There will be weeping and gnashing of teeth, when you see Abraham and Isaac and Jacob and all the prophets in the kingdom of God, and yourselves thrust out" (Luke 13:27-28). In the parable, the rich man—representing all workers of iniquity, all sinners—illustrates what is to befall the unrepentant. The wicked will be raised to physical life in their resurrection, and then, immediately knowing that they are doomed, they will be cast into the Lake of Fire designed by God to consume them. The Lake of Fire will burn them up completely and finally. Jesus pictures the rich man crying out for help because of his mental and physical anguish at this time, but he is not burning eternally in hell fire. He is soon consumed while Lazarus the beggar dwells safely in immortality.

Luke 16:22-23 (Go to this verse :: Verse pop-up)
Lazarus, who represents those who are Abraham's spiritual children, is resurrected at Christ's return with all the firstfruits (I Corinthians 15:23). These saints will live through the Millennium (Revelation 20:4), but the rest of the dead will not live until the thousand years have past (verse 5). The rich man, then, will not return to life until a thousand years after Lazarus and all the saints have been made alive. All human beings know they will die (Hebrews 9:27), but the dead have no thought or knowledge—they know nothing and can do nothing (Ecclesiastes 9:5,10). They are totally unconscious (Job 14:21). David writes: "His spirit departs, he returns to his earth; in that very day, his plans perish" (Psalm 146:4). The rich man, at the time of his resurrection after the Millennium, will come to consciousness, knowing absolutely nothing of the centuries that have passed since his death. To him, it will seem that only a fraction of a second has passed.

1 Corinthians 15:22-24 (Go to this verse :: Verse pop-up)
Even as all men die, the same all will be made alive (verse 22). God wants eventually to call and save everyone—but within the order He decrees (II Peter 3:9; I Timothy 2:4). Everyone who has ever lived and died will be resurrected—first Christ was resurrected, then later the saints who lived and died before Christ's second coming will be resurrected. But what about the vast majority who never were Christ's? Verse 24 includes them all in "the end"—when Christ completes His job of conquering every enemy (verse 25). That happens after the Millennium (Revelation 20:7-10). Those who have not heard or understood the truth have not been consigned to eternal death. They have not sinned willfully. They never had a chance! Even if some have lived up to the best they knew while alive, the Bible teaches only one way to salvation—through belief in Christ (Acts 4:12) and spiritual conversion as defined in the Bible. Most of our loved ones who have died "unsaved" in all probability did not die lost. They most likely were not called during this age, but their call is coming later. They shall be resurrected to mortal life and given spiritual understanding and the opportunity to become members of God's Family. Revelation 20 tells us when this great resurrection will occur.

Hebrews 9:27 (Go to this verse :: Verse pop-up)
Hebrews 9:27 says that all men are appointed to die once. Considering this, some have asked: How can one die a second death? How many times can one die? First, baptism is symbolic of death (Romans 6:2-11) and so is "dying daily," as Paul describes the sacrifices of the Christian life (I Corinthians 15:31). Paul mentions this latter death in the context of the resurrection chapter to emphasize our need to crucify the old self daily and renew or resurrect the inner man as symbols of actual death and resurrection (see II Corinthians 4:16-17). In this sense, we die every day of our lives. When speaking of great embarrassments, many have used the phrase, "I died a thousand deaths." That is just what God expects of us if we are to reach maturity of thought and conduct! Each of these deaths is just as difficult and excruciating as the one before, and thus Paul describes them as crucifixions (Galatians 5:24). These play a major role in overcoming, and it is never easy. Apart from symbolism, the general rule is that we each die physically at least once and then await the resurrection to eternal life. But some few humans have already died twice! Lazarus, Dorcas, Eutychus, those who came out of their graves when Christ died and others were physically resurrected and physically died again. It is conceivable that some few might even die three times! If those who were resurrected physically were converted and accepted for the Kingdom, they will be resurrected when Christ returns—changed "in the twinkling of an eye" into immortal spirit beings (I Corinthians 15:52). If they were not called and converted—not yet having had an opportunity for salvation—they will come up in the second resurrection to be alive a third time. At the end of that life they will then be either changed to spirit or die in the Lake of Fire, a third death. Why, then, does Revelation 20:14 call the Lake of Fire "the second death"? The emphasis is on the fact that it is a permanent death. Once a person experiences the second death, no hope remains for another resurrection. However, for a few it could represent a third physical death. The point is that all of us are appointed to die at least once! Even those "blessed and holy" individuals who are alive and changed at Christ's return will go through a kind of death. As Paul writes, "For this corruptible [body] must put on incorruption, and this mortal must put on immortality" (I Corinthians 15:53).

1 Peter 2:7-10 (Go to this verse :: Verse pop-up)
Does this mean that some people are appointed to stumbling? If this were all we had, we could make a strong case that God has predestined some to be eternally lost in the Lake of Fire. It means that those who now stumble have simply been passed over at this time. God has appointed them to fill a different part in His scheme of things, and they will not have the same opportunity we now enjoy until the time He has set for them. Does not Revelation 20:5-6, 11-13 reveal a second resurrection? Does not II Peter 3:9 say God is "not willing that any should perish," and I Corinthians 15:23, that each will be resurrected "in his own order"? A myriad of scriptures reveals this is not the only day of salvation. Portions of Ezekiel 37, Zechariah 14, Matthew 11-12, Isaiah 2, Micah 4, and Romans 11 all reveal a coming resurrection of the dead when those resurrected will be offered salvation.

God judges His children today by evaluating how well they live by His written Word. Their rewards in God's Kingdom will depend on their character development during their mortal life. It is a process requiring time and opportunity for learning and growth. Those resurrected after the Millennium will be judged the same way. They, like Spirit-begotten Christians today, will be given enough time to prove they are willing to live God's way through a life of overcoming and obedience to God. In this period of judgment after the 1,000 years, not only will the Bible be opened, but the Book of Life will also be opened. These people will be given an opportunity to receive eternal life! God, in perfect fairness, will give them an opportunity for salvation, just as He gives to those He calls now. But, in this last great judgment, people will not be subject to Satan's influence as we are today, because Satan will have been put away (Revelation 20:10). With God's Spirit freely available, and freed from Satan's spiritual influences, they will be given their one and only opportunity for salvation through repentance, baptism, receiving God's Spirit, and growing in godly character during a second mortal life. They, like Christians today, will be required to act on the knowledge God will give them, to choose righteousness as defined by God's spiritual law, to quit breaking that law. Those who continue to live God's way of life will be changed from mortality to immortality at the end of this period of judgment. Those people who were born to physical life first—many before the First Coming of Jesus Christ and even those born before the Flood—have not yet had the opportunity to participate in God's plan. Their chance is coming, but they will be called last—in the Last Great Judgment. Those now being called into God's church, although born later, are being given their opportunity as God's firstfruits (James 1:18). Even people born during the Millennium will be called to participate in God's plan before the vast majority of mankind, who have lived in this first 6,000 years of human experience. Referring to this age, Jesus said: "The last shall be first, and the first last: for many be called, but few chosen" (Matthew 20:16). The Last Great Day pictures the completion of God's Master Plan—the Great White Throne Judgment period after the Millennium. Revelation 20:5 shows that a second resurrection will occur after the Millennium, and verses 11-12 reveal that those in this resurrection, who died not having been called to participate in God's plan of salvation, will then be given their opportunity to become members of God's divine Family.

Revelation 7:9-17 (Go to this verse :: Verse pop-up)
Revelation 7:1-8 describes the 144,000, then verse 9 begins with "after these things." This is simply a time marker in John's vision, not in prophetic time. It means afterward, later, John saw an innumerable multitude. The Greek does not say that the events of Revelation 7:9-17 immediately follow or that they are part of the preceding information—only that John received this information after the previous information. Perhaps it could follow right after, but the Greek does not require it. John says "no one could number" this multitude (verse 9). Why? Notice that this multitude is comprised "of all nations, tribes, peoples and tongues." That would seem to be a great many people! The context indicates a large number, not just an indeterminate one. John sees these people "standing before the throne and before the Lamb"—not with Him on the throne ruling, but before the throne in judgment. Remember, judgment occurs over a period of time. The firstfruits have already been judged and have risen at Christ's return, so this multitude has to be people in a different group who are judged later. Revelation 3:21, written directly to Laodicea, says God grants overcomers the reward of sitting with Him on His throne! Thus, they have qualified to be in the first resurrection, having been judged to be worthy now (I Peter 4:17). We have already seen that whether we die in Christ or are still alive, we are "changed—in a moment, in the twinkling of an eye, at the last trumpet" (I Corinthians 15:51-52) as firstfruits. None of those in the first resurrection will stand "before the throne" for judgment when He returns, for we are currently under judgment, which God will complete and reward us at His Son's return (Revelation 11:18). This multitude, then, cannot be in the first resurrection! In the process of judgment, they have donned white robes, a growth in spirituality that takes considerable time.

The first part of verse 5 inserts a parenthetical statement that refers to a second resurrection, described in verses 11-15. After the Millennium, God will raise up to physical life all those who have never had an opportunity for salvation. Christ will judge all those who lived throughout human history yet have not been called. Ezekiel 37:1-14 prophesies of God resurrecting all Israel. At the same time (see Matthew 12:41-42), He will raise all the Gentiles and extend to them the same offer He does to Israel (Romans 2:7-11; I Timothy 2:4). If they satisfy God's judgment, He will at some point grant them eternal life and give them spiritual bodies (I Corinthians 15:44-49). After all have had their opportunity, God will perform still a third resurrection. Those who will not repent of their rebellion against the Almighty will be raised to physical life and cast into the Lake of Fire, which provides a merciful, permanent death (see Matthew 25:41).

A first resurrection suggests at least a second. The verse clearly says the second occurs one thousand years after the first. That verse 6 states that death has no power over those in the first resurrection strongly indicates that death will have power over those in the second. The second resurrection, therefore, must be a resurrection to physical life. Verse 6 also repeats from verse 4 that those in the first resurrection will reign with Christ. This means that His government is established, functioning, and executing judgment, among other things.

"This is the first resurrection" in Revelation 20:5 refers back to the events of verse 4, which describes those who are raised to immortality at Christ's second coming to become rulers with Him as kings and priests on the earth during the Millennium. The Bible nowhere says God will resurrect all the dead in the same resurrection. The apostle Paul affirms that both the "just" and "unjust" will be resurrected (Acts 24:15), and Jesus speaks of a "resurrection of life" and a "resurrection of condemnation" or judgment (John 5:28:29). However, these do not occur simultaneously. God has an orderly plan whereby He resurrects different groups of people at different times, "every man in his own order" (I Corinthians 15:23-24). This implies a succession of resurrections. Regarding the resurrection of the unjust, "the rest of the dead," who have not understood God's way of life, they must wait in their graves until the thousand years are over.

The apostle John saw people rising from the dead and experiencing the same kind of judgment we do now. For the first time, they are called of God, granted repentance, given His Holy Spirit, and gain access to Him. They, too, must then overcome and grow into the image of God that they might be prepared to live and reign in God's Kingdom. Like us, God judges them against the things written in His Word. He also opens the Book of Life so new names can be entered. All these things do not happen instantly but over a period of time deemed sufficient by God to prepare them for His Kingdom.

Revelation 20:11-15 (Go to this verse :: Verse pop-up)
The resurrection of the righteous takes place at Christ's return (I Thessalonians 4:13-18), but that of the uncalled—the second resurrection—will occur in the Great White Throne Judgment after the Millennium. God is merciful, loving, and kind, not willing that any should perish. He desires all to come to the knowledge of the truth and to true repentance at the proper time. He has determined that most will receive this opportunity when He has set up His Kingdom on the earth, an environment most conducive to salvation. These people will be raised up to physical existence. The "books" that are opened at this time are the books of the Bible in which are revealed true knowledge and understanding. The "Book of Life" will also be opened so their names can be written in it when they repent of their sins, accept Christ as personal Savior, and receive the Holy Spirit. During this time, they will be judged according to their works. Thus, we see most of humanity standing before God to be judged. God in His wisdom has determined that this is the best way to bring the most sons to glory and eternal life in His Kingdom.

The dead who stand before God could not include true Christians today, because they will appear before Christ and receive their rewards at the first resurrection, when Christ returns. Nor are the dead referred to in the above verses those converted during the Millennium, because they will have already inherited God's Kingdom during the 1,000 years, after living a normal life span. Revelation 20:11-12 refers to the second resurrection—a resurrection to mortal life for all those who died in spiritual ignorance in past ages. Their time of salvation will then occur!

The dead who stand before God could not include true Christians today, because they will appear before Christ and receive their rewards at the first resurrection when He returns. It could not refer to those converted during the Millennium, because they will have already inherited the Kingdom during the thousand years, after living a normal life span. Those in this second resurrection are those who died in spiritual ignorance in past ages. Their time of salvation occurs after the second resurrection! The Greek word translated "books" in verse 12 is biblia. It is from this word that the English word "bible" is derived. The books that are opened are the books of the Bible! They will be opened to the understanding of the multiple thousands of millions of people who had not been able to know and understand God's purpose and plan for them during their previous lifetime, never having been called by the Father and given His Spirit of understanding. Some, assuming that "judgment" means only the pronouncing of a sentence based on past behavior, have thought that these people, even if they repented, could do nothing to alter their fate. Thankfully, God is merciful, always willing to forgive upon true repentance. In this period of judgment, not only is the Bible opened to their understanding, but the Book of Life is also opened. These people are given an opportunity to receive eternal life! God, in perfect fairness, will give them the same opportunity for salvation He now gives to those He calls in this age. However, they will not be subject to Satan's influence as we are today, because Satan will have been finally sent to his punishment (Revelation 20:10).
